We used this Bag Protector for 2 carryon sized bags that's what fits inside it. We didn't use it on the train in Europe but we used it in every one of our hotels by looping/locking it to an immovable object in the room, like the radiator. We locked all our valuables in it when we went out sightseeing. I've read too many horror stories where vacationers have come back to their hotel rooms, only to find all their stuff gone! This is an excellent product and I highly recommend it.
I haven't had a chance to use this while traveling in another country yet but I did make sure it fit around my Osprey bag and large backpack. It fit with room to spare!! Looks sturdy but can't vouch for durability just yet since I've only had it a week or so.
